Results of addressing challenges for businesses engaged in production and business activities within industrial clusters in the province’s territory.

In order to resolve difficulties, obstacles, and support businesses, investors, and investment projects in the industrial and commercial sector within the province, the Department of Industry and Trade has developed a plan and organized direct working sessions with businesses in 11 industrial clusters from June 6th to June 9th, 2023. These efforts have yielded positive results and contributed to enhancing the responsibilities of state management agencies as well as creating favorable conditions in terms of mechanisms and policies for businesses in the future.

 As of the current time, there are 58 businesses with 60 investment projects, factories, and production workshops engaged in production and business activities in the 11 industrial clusters within the province. Among the 11 industrial clusters, 10 have investors who have constructed technical infrastructure, while one cluster (Cao Ngạn 1 Industrial Cluster) does not have an investor for technical infrastructure. Out of the 60 projects, factories, and production workshops, 53 factories and workshops are already operational, and 7 projects are currently under construction.
From June 6th to June 9th, 2023, the Department of Industry and Trade established a working delegation to directly engage with businesses involved in investment and production activities within the industrial clusters across the province. The delegation also includes representatives from the People’s Committees of districts and cities as well as the investors responsible for constructing technical infrastructure in the industrial clusters.

and Deputy Director of the Department of Industry and Trade, worked with businesses in Pho Yen City.

This was an opportunity for the working delegation to directly engage with operational businesses, factories, and production workshops in various sectors such as garment and textile, wood processing, mechanical engineering, metallurgy, and other manufacturing industries. Through the inspections, it was found that most businesses face difficulties and challenges, including stagnant selling prices due to competition with other manufacturers producing similar products, difficulties in sourcing raw materials, low selling prices affecting their production and business operations, increased costs for fuel, electricity, land leasing, and insurance for workers, challenges in statistical work, land clearance and resettlement compensation, and the lack of internal roads and clean water supply in some industrial clusters that are still under infrastructure development. Additionally, recent electricity capacity reductions have also affected the production and business activities of these enterprises.

The businesses provided feedback and made recommendations on certain matters.

During the discussions, the businesses made suggestions and proposals to the Department of Industry and Trade, such as reviewing and amending the fire protection and prevention regulations to reduce the requirements for fire protection systems for mechanical processing businesses, as these workshops only contain iron and steel, making fire and explosion incidents unlikely. They also proposed organizing linkages among businesses within the industrial clusters to exchange their products and promote closer collaboration within the clusters. Additionally, they requested the consideration of constructing a wastewater drainage system for the industrial clusters and expediting the procedures for detailed planning adjustments and infrastructure improvements to facilitate the completion of legal procedures for businesses within the clusters. They further recommended that the Department continue to coordinate with local authorities to propose appropriate mechanisms and policies to the provincial People’s Committee and address the difficulties faced by businesses, ensuring the efficiency of their production and business activities in the future.
After the working period, the working delegation compiled the opinions and recommendations, providing suggestions to the provincial People’s Committee to promptly resolve issues related to land clearance, administrative procedures, and support measures in the field of industry and trade. These actions aim to accompany businesses, ensuring their peace of mind in production and business operations and contributing to the socio-economic development of the province in the coming years.
